Treasurer/Deputy CAO - Full-Time/ Permanant

COMPENSATION (2025 RATES)

 

$108,402.68 - $126,236.30 (35 hours per week, with OMERS and benefit package). 

 

 

POSITION SUMMARY

 

The Township of Laurentian Valley is inviting qualified individuals to submit applications for the position of Treasurer/Deputy CAO.

 

Reporting to the CAO/Clerk, the Treasurer/Deputy CAO has responsibility for maintaining the financial records of the Corporation, maintains Asset Management Programs for the Corporation, assists auditors with preparation of financial reports of the Corporation and Local Boards, and provides informative financial analysis to Council, Departments, Ratepayers and Provincial Ministries. The Treasurer exercises general financial control over all departments of the Corporation.

 

QUALIFICATIONS

 

  • Completion of Post-Secondary Education in Business Administration or Finance.
  • A recognized accounting designation would be considered an asset.
  • Must have a minimum of five years experience in a Finance Department at a Management level.
  • Experience in Municipal Tax Administration and finances would be considered an asset.
  • Knowledge of Vadim i-City Financial suite programs would be considered an asset.
  • CMO Designation would be considered an asset.
  • Strong interpersonal skills combined with excellent oral and written communication skills.
  • Working knowledge of payroll management and Municipal year end auditing process.
  • Superior analytical and strategic skills.
  • Must be bondable.

 

POSITION RESPONSIBILITIES

 

  1. Performs the statutory duties of the Treasurer
  2. Responsible for the coordination, analysis and final preparation of the Township of Laurentian Valley Budget
  3. Acts as Human Resources Co-ordinator
  4. Exercise general financial control over all departments of the Township of Laurentian Valley Performs the duties of the CAO/Clerk in his/her absence

 

1. PERFORMS THE STATUTORY DUTIES OF THE TREASURER 

 

  • Responsible for maintaining appropriate accounting and financial controls;
  • Acts as one of the signing officers for the Corporation;
  • Analysis of financial data and writing of reports on behalf of Council and Committees;
  • Maintains all general ledgers;
  • Reviews and reconciles grant applications as required;
  • Ensures all payroll processes are complete;
  • Ensures reconciliation of HST applications are complete;
  • Assists the Auditor with all statutory financial statements and report the supporting working papers. Provides assistance to the Municipal Auditors during the audit of year-end financial statements;
  • Supervises and verifies all activities relating to billing, collecting and recording of taxes and all other finance related activities of the Corporation and prepares month-end and year-end journal entries as required. Reconciles all activities to the general ledger;
  • Ensures tax notices and updates for inclusion in mailings, publication in media or posting on website;
  • Responsible for tax sale process;
  • Responsible for reconciliation and remittance of upper tier and education levies;
  • Performs the statutory duties of the Tax Collector;
  • Maintains the Asset Management Reporting System as required by PSAB3150 regulations;
  • Prepares all Year End Report Reconciliations;
  • Annually reviews, oversees and updates schedules for Municipal Insurance;
  • Supervises the Finance staff.
  • Responsible for Municipal financial software and the server for the Corporation;
  • Ensures that all current Finance policies and procedures have been adopted by Council;
  • Assists in the organization of effective and efficient implementation of Council policies and procedures.
  • Keep Committee Chair and committee apprised and in the loop of ongoing activities

 

2. RESPONSIBLE FOR THE COORDINATION, ANALYSIS AND FINAL PREPERATION OF THE TOWNSHIP OF LAURENTIAN VALLEY BUDGET

 

  • Directs the formulation and administration of the annual operating and capital budgets for the Corporation;
  • Prepares documentation to support the annual estimates to Council for approval, including the proposed operating and capital budgets and a five year capital expenditure forecast;
  • Establish municipal tax rates from approved budgets;
  • Reviews and monitors all departments’ budgets and reports variances to the CAO/Clerk;
  • Conducts effective monitoring of revenues and expenditures of the Corporation in accordance with approved budgets;
  • Presents the annual operating, capital and long-range budgets to Council and the Public, in conjunction with the CAO/Clerk.

 

3. ACTS AS HUMAN RESOURCES COORDINATOR

 

  • Provides assistance in the preparation of employee benefits policies, performance management, pay and compensation system, and pay equity programs;
  • Assists with negotiations and other employee matters as they arise;
  • Assists the CAO/Clerk in research for policies and in policy interpretation as required;
  • Recommends to the CAO/Clerk, when appropriate, the appointment, employment, suspension or dismissal of the supervised employees, recognizing the policy and procedures for the Corporation;
  • Recommends to the CAO/Clerk on matters concerning wages, salaries, working conditions and terms of employment.
  • Administers WSIB Claims and handles inquiries.

 

 

4. EXCERCISE GENERAL FINANCIAL CONTROL OVER ALL DEPARTMENTS OF THE TOWNSHIP OF LAURENTIAN VALLEY

 

  • Maintains all of the Corporations financial systems;
  • Controls and produces reports as required;
  • Ensures proper financial controls are in place;
  • Maintains a cash management system for all Funds of the Corporation;
  • Reviews all supporting documents for and signs cheques.

 

 

5. PERFORMS THE DUTIES OF THE CAO/CLERK IN HIS/HER ABSENCE

 

  • Shall carry out the full responsibilities of the CAO/Clerk;
  • Assist CAO/Clerk as required.

 GIS TECHNICIAN / OFFICE ASSISTANT - SUMMER STUDENT POSITION (1)

 DESCRIPTION:

 

The Township of Laurentian Valley is hiring one (1) Student for 16 weeks starting May 5, 2025. The position is 35 hours per week (Monday to Friday).

 

DUTIES:

 

  • Assist in compiling information from a variety of sources such as spread sheets, scanned documents, maps, engineering/architectural drawings and other data sources that will be used to update the asset management inventory.
  • Assist in transferring planning and development file data into GIS format.
  • Assist with gathering other planning and development related data.
  • With the use of GIS software, accurately locate various assets and utilities in the Township.  May include some gathering of GPS points in the field to create new GIS layers
  • Participate in Public Works employee related activities such as safety training and other job related training as assigned.
  • Directs inquiries and complaints to the proper department.
  • General filing and typing.
  • General office and administration duties.
  • Provide back-up coverage for other office staff as needed.
  • Assist with special projects as needed.
  • Greets walk-in visitors when required.
  • Accepts and enters municipal payments when required.
  • Balances cash receipt batches and prepares bank deposits as backup to the Office Clerk when required.
  • As required provide back-up to the Office Clerk when required.
  • Issues pet licenses and burning permits as backup to the Office Clerk.
  • Distributes building permit application forms as backup to the Office Clerk.
  • Assists municipality through GIS support as required

 

QUALIFICATIONS:

  • Minimum Grade 12 student.
  • Registered as a full-time student during the preceding academic year and intend to return to school on a full-time basis during the next academic year.
  • Computer literacy required particularly with Microsoft Office Suite in a Windows environment.
  • Strong interpersonal skills combined with excellent oral and written communication skills.
  • Ability to work independently, set priorities, manage multiple tasks and meet deadlines.
  • Ability to work with various members of the public.

 RECREATION ASSISTANT - SUMMER STUDENT POSITION (1)

 DESCRIPTION:

 

The Township of Laurentian Valley is hiring one (1) Student for 16 weeks starting May 5, 2025. The position is 35 hours per week (Monday to Friday) with occasional evening and weekend work.

DUTIES:

  • Assist the Recreation Coordinator with the Community Gardens Program including promotions, socials, registrations, plot rentals and payments, and garden maintenance, site visits and acting as the Township main point of contact with community garden members;
  • Support the Recreation Coordinator with the planning, administration and implementation of Township events and programs such as Junior Gardeners Competition, Stafford Party in the Park, Water and Dirt Festival, Geo-Gnoming Contest, Multicultural Festival, etc. Duties will include supporting event promotion, event coordination, attending the event to help with the event logistics, communicating with event stakeholders and sponsors, as well as assisting with post event media communications.
  • Provide assistance to both the Recreation Coordinator and Community Development Officer with public inquires concerning recreation, tourism and culture by responding to phone calls, emails and social media as well as in-person inquiries.
  • Support the Community Development Officer with graphic designs, social media platforms and website promotions
  • Support special recreation and community projects.
  • Maintenance of Community Gardens and Parks including miscellaneous outdoor maintenance
  • Parks and Recreation site visits;
  • Interact with all Township Stakeholders including Council, municipal partners, sponsors, recreation volunteers, township staff and the general public in professional manner. Provide support on an as needed basis with recreation committees of council;
  • Provide administrative support on an as needed basis to Township departments.

 

QUALIFICATIONS:

  • Able to work independently.
  • Physically capable of performing assigned duties.
  • Digital marketing experience considered an asset.
  • Experience in operating maintenance equipment such as grass trimmers, lawnmowers, etc. will be considered an asset.


WORKING CONDITIONS:

  • Some evening and weekend work will be required.
  • Periods of standing and/or moderate walking during events may be required.
  • May be subject to inclement weather and/or weather extremes during outdoor events and recreation maintenance requirements.

  • Valid Class G2 or G Driver’s Licence is required.

  • Trimming of brush and grass from Township roads and properties.
  • Debris and litter collection.
  • Traffic control & road construction
  • Installation of roadway signage.
  • Painting of fire hydrants, maintenance equipment and buildings.
  • General custodial and maintenance duties.

 

QUALIFICATIONS:

  • Able to work independently.
  • Physically capable of performing assigned duties.
  • Experience in construction and operating maintenance equipment such as grass trimmers, lawnmowers, etc. will be considered an asset.
